How to express them professionally? Notice of Hitting Bid?

I don't know how to express these properly in English:

(1) Opening "bid box"

Open a box which contains all bid documents offer by bidders.

(The Chinese expression for this is "Kai Biao")

(2) Discussing bids

Discuss all bid documents offer by bidders to determind who would win the bid.
(The Chinese expression for this is "Yi Biao")

(3) The notice, which should be sent the winner in bid, should be called:

Notice of Hitting Bid.
