Don't know what to do with my new goldfish

I have a goldfish and she keep her head down and sometimes up and she make the water cloudy and there is another fish doing like her i think she is going to but eggs what do you think, and today at the morning i find her laying at the rocks, and she keep dig between the rocks help me please.
