The liberal fact checking God(Snopes) have it at "unproven". That will not stop the likes of the Cobbler from using it to paint Trump as a villain, while the parents take no responsibility for putting their children in that position.

Apparently so, the pic was a re-enactment. But this video tells what is really going on from a Representatiive who saw it. The whole video is worth watching, but pay special attention to the 3 minute 42 second mark for a couple of minutes:
At the 3 minute 42 second mark, this is what Representative Merkley said of the processing center in McAllen, Texas:
Well the first room had a series of cages that look like a lot like dog kennels in which people had recently arrived and been put into them. They were very crowded, the individuals had space blankets-so you had all these silver space blankets, no mattresses-and varied people looking all distressed and upset, a number of women holding children in their arms.
And then adjacent to that is a very, very large warehouse with much larger cages. And in those the children have already been separated away from their parents. And in one cage there were children, young boys, who were being lined up for food. And they started with the smallest in front. So you had a little toddler-I don't know he must have been four or five years old-up through youth that were sixteen or seventeen. And some of those may have been unaccompanied, others were undoubtedly taken away from their families-for families that are seeking asylum.
That was the processing center in McAllen Texas. As for the empty Walmart the Representative is filmed in front of, they refused to let him even enter or inspect the building at all. Approximately 1,000 kids, without adults, are housed there.
