You are assuming the only reason people don't have ID is due to cost. You are also assuming that they were only made free after the passing of the voter ID laws. That is a lot of assumptions you have made.

You listed 3 states. One has no voter ID law. The other 2 passed their voter ID laws in the last few years. Wisconsin voter ID law has not yet been implemented because it had been blocked by the courts with an injunction.

I am only following the law that you can't charge for an ID that is used for voting. I don't have to assume anything about voter IDs only becoming free after the law was passed. I can simply look up the law. You are the one assuming things here.
