You weren't there, were you? I think I know the picture you are referring to; it's been posted here a number of times. I've only seen it as a still and I don't know if it was a frame from a video or whether it was a single photo. But the point is that it captures an instant, not an ongoing activity. The girl was prepubescent and small enough that if a man put his hand on her shoulder part of it might easily cover a small portion of her chest. So what? I've seen countless photos of family gatherings and groups of friends where everyone stands closely together, linking arms or draping them over each other's shoulders, kids in the front with adult hands resting on their little bodies. It takes a special kind of pervert to immediately interpret physical contact as sexual groping. And no, not all kids enjoy being in these pictures, having adults treating them as props, or suffering the innocent attention of family friends or elderly relatives. It takes a special kind of pervert to assume that such kids are actually undergoing molestation.
