If the US is a top-down business run by the king and his aristocracy, that is different than a republic where the people run their own economy and the government's job is to represent them in order to facilitate them regulating their own activities in a way that prevents them from doing harm to themselves and others, including future generations.
And btw, you don't necessarily 'need people' to run a business. It depends on the business and what you're trying to do whether and how many people you need.
It's a totally abstract philosophical concept that "you need people." Obviously if there weren't any people on Earth there wouldn't be any human activities whatsoever, so in that sense 'you need people' to have a human species, but that is totally tautological and you saying that "you need people" for any reason is pointless.
