That is incorrect. There is no justification for outlawing ordinary hunting rifles.
Additionally, since we have the right to have enough firepower for effective self defense, it would still be unconstitutional to outlaw ordinary hunting rifles even if such justification existed.
If you want to prevent massacres, the way to go about it is by allowing people to carry guns. People are only massacred when they are defenseless. That recent attempt to slaughter that church in Texas shows the proper way to prevent a massacre.
