(1) The importance of the location also determines that it would be invaded periodically.
(2) Its pivotal location has also exposed it to periodic invasions.

You can remove the 'has' .

I agree. I read the first one a few times and it still didn't seem to make sense.

Is "it" something that existed - or was open to invasion - in the past? If there is still a threat to "it" then 'exposeS' is what you need. If referring to something from the past then Joe Nation's suggestion is definitely the correct wording.

The location may determine it's invasion potential.

"The importance of the location dictated that it would be invaded frequently." That's my choice.

"Pivotal" denotes something else for me. If you want to use that locution, then I'd say, "The central location exposed it..."
