It is very interesting that it relates to the region & countries.
yes i guess Australian English is very easy going. Vice versa British English is very traditional & strict! 😄

Thank you for a lot of explanations sach as pictures and real using.

So when i use 'scales' substantive verb should be used like this?

Ex.
One scales is broken.
Two scales are new.

Fine. You can say one set of scales is broken, two sets of scales are new.
