I once worked for a steel fabricator that formed an energy committee to determine how to conserve energy. This was in '73 with an oil embargo, or shortly there after. The solution? Turn off some lights. I figured out they didn't want to do anything at all, but wanted the grunts to go off feeling they had "Participated" in the decision to work in the gloom.
