No, it's bad grammar.

Here's one suggestion as to how it could be re-written:
"The World Health Organization is worrying that the increasingly diagnosed disease will result in a serious panic among the residents. "

The actual name of the WHO organization is World Health Organization. I assume that is what is meant here.
