These people is called "rioting people" , which is harmful to the social system by the local media .
Here .i aim to mean that the socalled "rioting people" is the harmful people for the society , but . i add " by the local media " at the end , then i begin concerning about the misunderstanding will occur that the local media will be the " harmful people" , is my concern necessary?

The sentence is badly written.

These people are called "rioters," and are deemed harmful to society by the local media.

Gee, I read his sentence as meaning:

The media is calling these people "rioters" and deem they are harmful to society.

So, is it the media that is calling these people rioters, or are they being called rioters by some unnamed others?
