To back up his argument, he compared the current situation with that of the early 1990s. At that time, inflation was running at a 15 to 20 per cent clip, while now the April number, which is a seven-year high, was a mere 3.8 per cent.
(1) Clip?
(2) a seven-year high? (Does it mean "keeping high in the seven years in a row"?
I think clip is used in the sense of rate/speed/ratio, describing the speed of inflation
highest in 7 years?

In that context "clip" means the same thing as "rate".

Here I got confused by 42:
A: What is the most mysterious thing in your mind?
B: 1) Life, the universe, and everything.
2) the question to the ultimate answer of 42
What does 42 mean?
lol "42" here is just a way of playing with people.
Some people spend a lot of time "thinking deep thoughts". Usually they have a question that they spend their life seeking the answer to.
In this case they are given an anwser of "42" and have to come up with the question that applies.
