The only person that knew who he was has passed away. His Mother never gave him any information about him, no name, nothing.

@Julie Coolidge,
Is there a chance his father is on his birth certificate? If that is something your friend hasn't seen (I'm not sure how old this person may be) his father may be listed.

@Julie Coolidge,
Going to the records of the hospital where he was born -- that is, if his mother had professional medical care at the time -- might be helpful.

He needs to find someone with more information than O.
He might ask his mother's family members and her friends of the appropriate time.
He might take an interest in any employment she had and her fellow-personnel.

He shud hire a good private investigator.
When I wanted to find a missing girlfriend about 40 years ago,
a private I was very effective and fast; inexpensive, too.

Yeah, after exhausting family contacts (don't forget classmates of the mother, if she was in High School - they might be on Facebook), I'd go with a private detective or a skip tracer.
