That was my first thought too Region. Doesn't really have anything to do with recycling though! lol

China-Vietnam-Thailand mebbe? That's a more-or-less common ethno-econo-political designation.
Acronym Finder lists 32 possible meanings for CVT, but none of them make sense to me.
