I have been thinking until now that he would never make such a mistake.

Is this sentence proper? Should I use "I had been thinking..." or just use "I've thought..." instead?

On a quiet Sunday morning in August, a Palo Alto, California, police car swept through the town picking up college students as part of a mass arrest for violation of Penal Codes 211, Armed Robbery, and Burglary, a 459 PC. The suspect was picked up at his home, charged, warned of his legal rights, spread-eagled against the police car, searched, and handcuffed -- often as surprised and curious neighbors looked on.

(1) Pick up = to catch?
(2) A 459 PC?

picked up = arrested

459 PC = All US laws have numbers Rolling Eyes and there's a lot of them.
Burglary is in the Section 459 of the Penal Code Book. Penal Codes are usually written in, no,,,,, there's no way I can explain the gigantic mishmosh of numbers, letters and backslashs.

"I thought" is probably the best choice.

"I had been thinking" technically is not incorrect, but it is unnecessarily wordy.

If you say "I have been thinking," you imply that you still think the same way. "I had been thinking," implies that you have changed your mind.
