Is the sentence below punctuated properly with specific regards to the semicolon preceding to-wit:
All governments engaged in war produce propaganda and lean heavily upon media outlets to push their agenda, to-wit; garnishing support of their citizens and boosting the morale of its military, while maintaining a political correct justification for engaging in war with the rest of the world if need be.
The semicolon in your text does not precede 'to-wit', but follows it. 'To wit' should not contain a hyphen, and should be followed by a full colon, not a semicolon. I will say nothing about the rest.

I Oui woulda used a colon after "wit"
Maybe then yes, semi after "agenda"
Tho my personal pref might be "…agenda. To wit:"
You don't need the comma after "military"
