@avalipeng,
Do you have any context? Seeing it in a sentence would help in determining the meaning.

I have two guesses as of now:

1. A dance that is upcoming (happening in the near future)

2. A poor attempt at implying an up-and-coming dance. That is, a dance (style) that is going to be popular or successful.

@avalipeng,
Possibly they meant 'coming out'?

@deadrxn24,
Here goes the context."Notwithstanding the ‘Coming-up Dance’ in the city’s Victoria Ballroom, it was still an almost entirely male world: the first female
fellow of King’s was not elected until 1970 and female students did
not arrive until two years after that." I think the first guess is close

@avalipeng,

A dance held to celebrate new students "coming up" to King's College, a university college.
