situation:

My brother was very busy in school dealing with many subjects, so he had much more time to study his favourite subject at college. So which can I say?:

-He had (the) most time in studying/to study/studying art at college.

which means when he was at college he had more time to study than at any other time in his life.

Your initial statement is not logical. If he were studying many subjects, that would necessarily mean that he had less time to devote to each subject.

However, to address your question, one would say: "He had the most time to study art at college."

With fewer subjects to study at college, my brother had more time to study art.
...had more time to devote to art.
...had more time to devote to the study of art
