Two Questions for Conservative Ammunition Conspiracy theorists

I think the conservative panic over the US government purchase of guns and ammunition is is a bunch of nonsense, but I will entertain the theory. There are two big holes in this theory that I would like to hear the proponents of this conspiracy theory address.

If you think this is a serious concern, please answer these questions.

1) Is there any real, credible evidence that government agencies (of any type) are buying more guns and Ammunition now then in history? (I looked, and found sources that at least for some government agencies say we are buying less).

2) Is there any evidence of any conservative groups who were worried about this before Obama became president?

Im having trouble finding 22 shorts obviously the shortage has been caused by the government buying them up for their 45 cal weapons?
