Maybe she didn't realize you could see up her skirt. As one female to another I'd have said, 'Just so you know, the way you're sitting right now, you can see right up your skirt.'
As the teacher in the situation, I'd have appreciated someone telling me that if I wasn't aware, and as the student who is being made to feel uncomfortable, you're making it clear that you're not interested in seeing up her skirt and letting her know that she needs to either change seats or pull her skirt down.

Out of curiosity, just how many times will you ask this same question? What do you expect to get for answers that you haven't already been provided?
