I don't know what sort of jobs this article is really referring to once you get past the hyperbole.

I don't think we've gotten back any of the 37,000 hitech jobs that have vanished and gone abroad on Bush's watch.

Jobs are not the responsibility of the government to create or keep within our borders, corporations are not even in business to create jobs but to make a profit. Corporations outsource to stay competitive our increase profits, that's none of the governments business.
