I think Rumsfeld should condemn the abuse and should not condemn the reports about the abuse. Because the reports are made by reporters or military investigators.
Do you think the headline is proper in grammar?

No, it is an incorrect headline, for precisely the reason you adduce--Rummy is condemning the abuse, and not the reports.
