I think it is level - but it is being used in a very idiosynchratic way - what is the context?
Lvl = level = a term used in roleplaying games such as Dungeons and Dragons. "Characters" aquire experience from their adventures and thus rise in level giving them greater skills. Difficult to explain if you don't know anything about roleplaying games.
Bart = a character from the TV show The Simpsons.
And before you ask "giving head" = giving oral sex.
