It means three golf course which are intended to appeal to city financiers. 'The City financier' refers not to a single person, but to a type or class of person.

"Three excellent golf courses for the city financier" is a phrase which you might find in real-estate advertising. Again, social commentary. Christie is indicating the social (class) background of the person being described.
