If we say

-He studied French to degree level.
-a decision taken at board level
-a test that checks the level of alcohol in the blood
-What is the level of this course?

Is THE optional for this:

-At/in/on (the) university level, there's no point in attending class.

1. Use 'at'.
2. 'The' is optional.
