the sentence "There is not any swimming pools in our city"
why "to be" in singular form and not in plural??

Because in English, most speakers, in the majority of situations, will use the singular form even with a plural delayed subject. The empty subject 'there' has possibly seen a reanalysis as,

The situation is not any ... .
