When to use "that" in Subjunctive English?

"It is important she attend the meeting"
"it is important that she attend the meeting"
"it is important she attends the meeting"
Which is correct? Do you need the "S" in attend?

OK teach, I'll give it a shot.
Use "that" as a demonstrative pronoun for emphasis. It's used here to stress "important".
Yes, you need the "s" in attends to agree with the singular "she".

Context and time is important.

"It is important (that) she (will) attend the meeting"

"It is important (that) she attends the meeting today"

Agreed. Unfortunately, we are given three imprecise choices - one of which, we are to call correct.
With capitalization and punctuation, and using "that", the correct choice would be - "It is important that she attends the meeting."

That is correct, but nowadays rather stuffy

it is important that she attend the meeting
same comment here

it is important she attends the meeting
That is normal nowadays. The subjunctive is rarely seen or heard in normal speech. You could equally well say
"It is important that she attends the meeting", and that to my way of thinking would be the phrase of choice here.
