On March 15, 2004, UN meeting of Human Rights, the sign on the desk before China's representatives said:"CHINE".
My God, what a stupid mistake.

It's an easy mistake for someone to make when written alphabets are different than the 'mother' one. Perhaps this is the case here.

Could it be that the sign was written by someone French or French Canadian?

Oui, Chine is french for China.
