I'm active duty army and I requested it several times and they just say no.

Can't you go to a doctor not connected to the army?

I'm agreeing with vonny and also region - at least go for a consult with another doctor, preferably an orthopedist. If you have trouble affording that, which I well understand, though a consult to talk might not be so much - then depending on where you are, I'd try to get seen at an orthopedic clinic at a medical teaching university in your area. If there is one. Usually, those universities will work with you on paying whatever the cost is off.

Strengthening exercises
Weight loss and diet
Medications

Must consult a good orthopedic doctor for this.
