Did Barack Obama say something like this?

No political party is more advanced and it can only represent the interest of a portion of the population. When unrestricted, the party will turn out to be the group with highest crime rate and become the enemy of the people.

I tend to believe the authenticity of the words by Obama. But confirm me if you know better.
Because I know he must have better grammar than I (the English version is translated from Chinese text by me)

Googling several phrases I doubt it Ori. However since it's a translation we can't be absolutely sure

My guess is that this could be Obama talking about the Republicans, but that a great deal got changed around when this quote passed from English TO Chinese the first time it was translated.
