But does not talk to you unless you initiate a conversation when you guys worked together during the summer is it safe to assume she is a shy girl and she could like or find you attractive?

Yes. It's also possible she's just being courteous. If someone I worked wouldn't speak outside of work, I would assume I was being snubbed.

No. Most times, hi means hello. There is no underscored meaning behind it.

Yes, she gets shy when she is alone with you. The more you are together, the less shy she will be. So ask her to do something with her and a friends and get to know her better.
