My computer lags out while streaming video and audio when I use the mouse?

Whenever I am on Youtube or any other site that uses flash and I use the mouse my computer lags out. I have 2 computers both running WIN 7 connected to the same network and only one computer does this. I have tried everything I can think of to fix the issue but nothing is helping it.
