I like to put a guess, as i believe that secret #15 have something to do with Zonko's Joke Shop, mind you that is the only building you cannot access in Diagon Alley....

I doubt it's to do with Zonko's. I read somewhere that it was closed INDEFINITELY from one of those people with authority. Can't remember who, but they sounded like it was a huge mistake that they would never open it again.
