the role of the "to be" verb in a sentence

Am I correct to think that the verb "to be" can either be used as a linking verb or as a helping verb in a sentence. It would not be both, but must be one of the two.

ex. I am sick. (linking)
ex2. He is running (in this case, running would be the main verb)
