Use of "that"

I often wonder if I over use "that". Here's an example:

Frank called me thinking that I had called him.
I see that he called you last night too.

Would this also be correct?:

Frank called me thinking I had called him.
I see he called you last night too.

Is there a rule for using "that"?

Generally jD you don't need it. However I might use a comma after "me"

No, you don't overuse 'that', TMJD. Both are completely natural uses.
