"Gordon H. Hanson notes that the level of education American citizens receive has dramatically risen over the past 50 years."

Can someone break down this sentence for me grammatically? I'm especially confused abut the "“Americans citizens receive” part....is there supposed to be an implied "that" behind it to make it an adjective clause ("that Americans citizens receive”) modifying "level of education"?

Arch, "that" is often omitted
