Would you like to rewrite "If one of Cory's beautiful fans thinks twice about that pill or joint or drink, then let us consider that a great 'step one' measure of our respect for his legacy"? I've failed to understand it clearly.

It MAY be a reference to the First Step from Alcoholics Anonymous, or other 12 step program, used to treat addiction.
"We admitted we were powerless over alcohol - that our lives had become unmanageable. "
Or it just may mean that his death may cause someone to really think about doing drugs and that would be the "first thing" we can do to show respect for this man's legacy.
