Our water to the north side of city is brown and unpleasant looking.
Water Dept will not provide any data and currently my daughter's college, a block

You might consider having it tested privately and then take the results to the city if needed.
It could be that the water from the city is fine but the pipes bringing water to your house are deteriorating.

There is a federal law that regulates water safety. However, the water's color may be the result of rusted pipes in your house.
It would be easy to check. Ask your neighbor if their water is discolored.
