I work in software development company. A coworker commented in email to me and ending the sentence with "then it is not an issue - KISS."
I looked for KISS online - it means "keep it simple. Stupid!"
this sounds insulting to me. What do you think? Should HR be involved in this?
I am not english native speaker so perhaps (and hope) I am wrong. Please advise.

KISS is a common phrase and I would not take any insult. You're coworker was not calling you stupid. The purpose was more on the keep it simple part.

No, "KISS" is not offensive and no, don't involve HR. "KISS" is a common term, in software development as in other branches of engineering. It's about keeping things simple, not about calling anyone stupid. Your coworker's usage of this term does not suggest any intention to offend.
