A news reporter said, with clear subtitles:

-He does not think there's urgent need for a vaccine.

Isn't it a must that URGENT NEED should be preceded by A/AN?:

So we say:

eg There is an urgent need for more hospital beds.
eg He feels an urgent need to go to the toilet.
