1) If anyone desires to put a special item on the meeting agenda, please let me know by the beginning of next week.
2) If anyone will desire to put a special item on the meeting agenda, please let me know by the beginning of next week.

1) is better
2) implies that I should guess whether I will have such desire, and if so, then let you know

Number 2 is odd, that match of 'will' and 'desire'. My guess is it's because 'will' denotes too strong a certainty. To express this idea we would use,

2) If anyone wishes [will desire] to put a special item on the meeting agenda, please let me know by the beginning of next week.
