what does "mobile phone on campus" mean? what's the difference between "mobile phone on campus" and "mobile phone in campus" ?

well, you don't say "in campus". A school's grounds are the campus, and when you are at school, you are on campus. So "mobile phone on campus" would mean a cell phone at school.
