Depends how old they are. Early teens would be excusable because people of that age know nothing about anything, including manners, and are addicted to their phones, but very bad in an adult, and would be a way of ensuring that there will be no second date.

Don't date him/her again! If he/she can't pay enough attention to you on a first date, then there is little hope of the relationship working. Find someone who gives you their undivided attention!

It would IMO show a high level of self obsession/absorption as far as I am concerned ... If it had been me then the second they started to look at their phone, that would be the second I walked away from them.

It is pretty rude unless there is a good reason. A single parent might need to text to check on his kids.
If the rest of the date went well, I might overlook it.
