Is the phrase "If only ..." always in past tense.

(eg, "If only I could ..." or can I say "If only I can ..."

Is the grammar of the following sentence correct (especially the tense) :

"If only you pay all your bills on time, you will never have debt"

Yes the sentence is correct. And yes you can say, "If only I can..."

"If only I can get my fingers to cooperate, I can type this sentence without errors."

(Didn't happen. many backspaces...)

The phrase "if only" is used often in logic.

The statement,

"A is true if only B is true"

means

"If A is true then B is true"

in logic.
