I'm translating James Reston's The Backstairs Battle for White House Influence from English to Chinese, in which there is a sentence ".... he would have a little bourbon and branch water with one of them in the Oval Office...". I'm confused of the phrase "bourbon and branch water".

What does it mean ?Does it mean something special to the Americans??
