he would have a little bourbon and branch-water with one of them in the Oval Office. what is branch-water, kind of beverage?

It's just plain water.

It's just a way of saying water, an expression.

Supposedly, it comes from a branch to the main river or stream, and is supposed to be cleaner.

In other words, chai, you are right. Pretty much tap water, but maybe costs more.
