I know that a noun phrase cannot contain a verb and should not be a complete sentence. For example:
Incorrect: Stephanie wanted to obtain a new job.
Correct: Obtainment of a new job by Stephanie.
Why is "to obtain" considered a verb in the incorrect sentence, but "Obtainment" is not a verb in the second sentence?

Because the suffix "=ment" is specifically used to turn some verbs into nouns !

EXAMPLES: Establishment, Curtailment, Statement, Amusement,....etc.
