Context:
It is impossible for you to acquire grace by doing nothing except murmur "Amita Bhudda" all day long, day in and day out.

Clearly, based on context, it is a verb. Murmur is an action.

The action (making it a verb) that is implied here seems to be the repeated recital of a mantra. Repeated recital of a mantra = murmur. By the way, it is spelled “Amida”, I believe.

To murmur means to say something in a low, soft, or indistinct voice.
