Thanks for your checking about my post firstly !
The sentence is "However this payment should not later than 5 months after the issuance of the B/L,if the delay of the commissioning and acceptance of the machine is not due to the seller's reason.Without presentation of Acceptance Certificate against performance bond only."
I could not figure out what is the meaning for "Without presentation of Acceptance Certificate against performance bond only"
Wish someone could give me an answer, Thanks a lot.

The phrase you quote is not even a sentence. I politely suggest that the original text you quote in your post is poorly written to the point of being incomprehensible. I am, of course, not criticizing you, but rather the person who wrote the material that you are asking about.

Andrew is right. The wording of the bit you quoted is faulty.

It looks like the manufacturer (or supplier) if the equipment is attempting to write a legally-enforceable document with only a tenuous (imperfect) command of the language.

I could guess what I think it means, but that should not be necessary, and would in the circumstances be inappropriate.
